Demographics

Demographic Analysis and Projections
Necessary components in growth analysis and planning for all geographic areas, large and small are demographics. In addition to extensive use of the U.S. Census data, Davis has conducted opinion and informational surveys through mail, telephone, in-person and focus groups. He has prepared projections of population, births, households and jobs for K-12 school districts, community colleges, counties and metropolitan areas. Population projections are prepared with knowledge of published projections by state and local agencies. He acquires commercial demographics of all types and applies to school district analysis and community college enrollment projection retail market analysis and apartment market analysis. Where appropriate, he uses market segmentation and social group analysis on retail and apartment market studies. Davis has worked with Census data from several decennial censuses extensively, including demographics for political redistricting and affordable housing analysis. Wendell Davis & Associates uses ArcGIS software by ESRI to geocode and map the locations of students and to conduct geographic analysis of students by school and place of residence. This software is also used to prepare working maps and presentation maps of the district.

Every market study that involves consumers is dependent on in-depth demographic analysis, whether housing market, retail, office or industrial. Demographic data and analysis are also key to economic analysis and projections. These are critical to estimating risk to developers and investors, to retailers and office space speculators. WDA frequently incorporates ESRI’s Tapestry Segmentation analysis as a way to explain differences among consumer groups to better identify target markets and marketing campaigns by including lifestyle and stage in life and calls upon a broad range of information about households.

K-12 School Districts

Over the years, Wendell Davis & Associates worked with SA Research Corporation to provide student demographic services to public school districts all over Texas. Our approach to enrollment projections by small area is based upon an analysis of the local housing market by subdivisions or small areas such as census block groups or defined planning areas. This planning perspective can provide the district with an overall idea of the district’s future and potential for growth.

Geographic growth analysis is used by WDA to project where students will live within a school district over the next 5-10 years. The projections by small geographic areas are based on extensive analysis of the local housing market by subdivision, Appraisal District geography and residential tax records. For the longer-term projections (beyond 5 years), an additional analysis of vacant land with potential for residential development is also conducted. The land use analysis can also result in a build-out scenario for the school district, with estimates of the number of housing units the district is likely to accommodate when all vacant land with potential for residential is developed.

WDA provides a set of annual scenarios that incorporate the dynamics of student growth by planning area and existing facilities, especially public school districts. The results will include school needs for each year for existing and recommended new locations of elementary, intermediate and/or high schools, and attendance boundary scenarios with enrollment projections. The year of opening will be suggested preceding the needed new facilities and expansions with bond elections, design and construction time.

Most school districts need to know for long-range planning purposes what the student enrollment will be when the district is completely built out. As a land planner, WDA analyzes the current and potential uses of land, especially vacant land market potential for residential development. Depending upon the planning horizon, Davis will also analyze currently developed areas for potential redevelopment. Utilizing facility capacities provided, Davis has provided recommendations for several Districts (both location and school year of opening) for new elementary, intermediate and high schools. Wendell Davis & Associates will provide attendance area scenarios for existing and future schools.

SA Research Corporation provides geographic growth analysis to project where students will live within a school district over the next 5-10 years. Projections by small geographic areas are based on extensive analysis of the local housing market, primarily using Appraisal District geography, residential tax records and quarterly single family survey results. For long-term projections, additional ,em>analysis of vacant land with potential for residential development is also conducted.

Community Colleges

Community College master plans rely on future enrollment to determine what facilities will be needed and when. WDA provides demographics and enrollment projections based on many factors, both internal and external. Initially, historical enrollment is analyzed and related to population age 18-64 within a geographic area. Where a community college has multiple campuses, it is necessary to prepare this analysis and projections for each campus and for smaller geographic areas. Census data by census tract and housing data by small area or subdivision are useful in estimating geographic “catchment areas” for each campus. These catchment areas are essential to a plan that will result in one or more additional campus. Typically, we include Low, Probable and High long-term student projection scenarios for each campus as well as headcount projections by department, classification, total credit hours and credit hours by department; major academic departments and programs, graduate vs. undergraduate students and students by race/ethnicity. With multi-campus community colleges, it is necessary to include projection scenarios of both Total Enrollment and Head counts.

Wendell Davis has worked with FACILITY PROGRAMMING AND CONSULTING, INC. (FPC) to provide input to Master Plans, in the form of demographics, analysis and enrollment projections for community colleges in Texas. These community colleges have included: Alamo Colleges, Austin Community College District, Lone Star College San Jacinto College South Texas College and Tarrant County College. Many of the college districts have multiple campuses or colleges.

University Enrollment Projection Scenarios
